Chemonics International, a U.S.-based development consulting firm, which has recently established a public entity in Vilnius, Lithuania (European Local Development Action, VšĮ) is urgently seeking a short-term Finance and Administration Specialist to support a project that delivers fast, flexible assistance to support democracy in the region. The Finance and Administration Specialist will be based in Vilnius and serve as a key member of the team, leading the financial and administrative management over the next 4-5 months (with the possibility of extension) as Chemonics sets up operations and activities in the country and region. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities

  • Supervising general office administration, human resource management, and daily operational needs, including preparing personnel documents, lease agreements, service agreements, and other administrative responsibilities.
  • Assistance with bank account opening, cooperation with lawyers, notaries, translators and accounting services provider.
  • Monitoring administrative activities and ensuring that project practices are in line with the project policy manual.
  • Overseeing regional finances and accounting to ensure proper stewardship and accounting of funds for in-kind and cash grants, other program activities, and program operations. Maintaining liquidity of funds, compliance with audit requirements, and providing regular financial reports.
  • Other duties include preparing vouchers for cash disbursements, preparing payroll for staff including reviewing timesheets and allocation of hours, preparing remittances of income tax from salary and rents, entering data in the Chemonics ABACUS accounting system, reconciling petty cash and procurement advances, preparing monthly cash and bank reconciliations.
  • Processing monthly project expenditures (locals) in ABACUS.
  • Creating and managing expenditure tables, developing expenditure forecasts, preparation of payment requests, updating payment statuses, budget control.

Qualifications

  • University degree in business administration, accounting, finance, or related field required;
  • At least five (5) years of relevant office management, HR, bookkeeping, financial management, and/or accounting experience required. Project management and supervisory experience on an international donor project is preferred, but not required;
  • Demonstrated knowledge of all aspects of office management and knowledge of basic accounting practices is required, as well as general best practices in Lithuania;
  • Ability to work independently with minimal supervision, to prioritize multiple assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good judgment that reflects positively on Chemonics;
  • Ability to effectively use computer software including financial management applications;
  • Demonstrated high proficiency with Excel spreadsheet applications required;
  • Demonstrated leadership, versatility, and integrity;
  • Fluent Lithuanian; strong verbal English and proficient written English required; Russian and/or Belarusian preferred.

Salary

1600-2600 €/mon. gross
Actual rate will be commensurate with experience and educational background of the selected candidate.
