Job description

Chemonics International, a U.S.-based development consulting firm, is seeking a short-term Grants Manager for a project that delivers fast, flexible assistance to support democracy in the region. The Grants Manager will be based in Vilnius and serve as a key member of the team, leading the project’s grants management over the next 6-7 months as Chemonics sets up operations and activities in the country and region. We are seeking individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities

Administrative and financial management of grants under contract and other activities (e.g., short-term technical assistance, direct distribution of goods and services).

Ensuring compliance with USAID and Chemonics policies and procedures throughout the design, development, and implementation of grants.

Liaising between project staff and grant recipients, providing technical advice and assistance as needed in areas such as financial management, procurement requirements, and implementation planning.

Working closely with all program staff to evaluate grant concepts and grant agreement/award documents while ensuring adherence to established grants management policies.

Negotiating final terms and conditions for grants, and reviewing and analyzing budget estimates. This includes working with grantees and project staff to develop or revise detailed grant budgets so that they are realistic and appropriate to the needs of the activity.

Reviewing required documentation for grant disbursements, including grant agreements, negotiation memos, grant activity forms, branding and marking plans, and others, ensuring that grant files are complete and maintained as required.

Overseeing the close-out of grants within required time frames.

Supervising the Grants Management Unit Assistant, regularly consulting with the Procurement Manager and Finance and Administration Specialist to ensure the Assistant has a balanced workload between grants, procurements, and project operations.

Qualifications

University degree required;

Strong financial management skills and attention to detail required;

Proclivity to quickly learn and effectively comply with established rules and regulations;

Demonstrated experience in grants management focused on ensuring that procurement, finance, logistics, and programmatic aspects are being implemented on-time and in accordance with the specifications of the approved activity preferred, but not required;

Demonstrated experience in assessing recipient organizations’ grant-worthiness, as well as their financial, administrative and program planning capacities preferred;

Familiarity with international donor and grants management policies and procedures is desirable;

Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image of Chemonics and its clients;

Demonstrated leadership, versatility, and integrity;

Fluent Russian and/or Belarusian; strong verbal English and proficient written English required; Lithuanian desirable.
