Nature of work

 Consult on issues of the assigned field;
 Process information related to human resources monitoring and/or analysis or, if necessary, coordinate the processing of related information;
 Prepare reports, conclusions and other documents or, if necessary, coordinate the preparation of reports, conclusions and other documents;
 Prepare drafts of legal acts and other documents related to human resources management, if necessary coordinate the preparation of drafts of legal acts and other related documents on human resources management;
 To process information related to human resources or coordinate the processing of information related to human resources if necessary;
 Create and implement a personnel promotion and motivation system or, if necessary, coordinate the development and implementation of a personnel promotion and motivation system;
 Organize personnel selection, transfer, dismissal or, if necessary, coordinate the organization of personnel selection, transfer, dismissal;
 Organize personnel evaluation and competency determination or, if necessary, coordinate the organization of personnel evaluation and competency determination;
 Implement and improve the Professional Competence assessment methodology, train managers to use it;
 Organize staff training and qualification upgrading or, if necessary, coordinate the organization of staff training and qualification upgrading;
 Improve personnel processes;
 Initiate and implement personnel projects;
 Plan public procurements or, if necessary, coordinate the planning of public procurements, prepare documents related to their planning or, if necessary, coordinate the preparation of documents related to their planning;
 Participate in the activities of public procurement commissions;
 Manage data in the Civil Service Register and the Civil Service Management Information System;
 Prepare drafts of legal acts and other documents related to personnel management or, if necessary, coordinate the preparation of drafts of legal acts and other documents related to personnel management;
 In accordance with competence, participate in the activities of working groups and commissions formed by the director of the State Child Rights Protection and Adoption Service under the Ministry of Social Security and Labor (hereinafter referred to as the Service);
 To carry out other non-permanent assignments related to the activities of the structural unit.

Employee requirements

 have a higher university education or an equivalent higher education qualification, field of study - law/human resource management/public administration or have a higher university education or an equivalent higher education qualification and at least 2 years personnel management experience and/or competence development experience;
 be familiar with the legal acts regulating the child rights protection system;
 know the legal acts regulating personnel management and be able to fluently teach ideas in writing and orally;
 have experience in organizing training;
 be able to collect, systematize, summarize and analyze information.
