ENERGY SPECIALIST

5. An employee holding this position shall perform the following functions:
5.1. organizes the proper operation of electricity, heat, water, ventilation systems and elevators, their timely repair;
5.2. ensures the supply of water, electricity, heat, and other energy resources;
5.3. ensures the proper condition of electricity supply, elevators, ventilation, and communication systems, carries out their maintenance and elimination of technical malfunctions in accordance with the procedure established by legal acts;
5.4. plans the maintenance of energy equipment and organizes repairs;
5.5. prepares applications and appropriate calculations for the acquisition of energy equipment, materials, and spare parts.
5.6. prepares draft contracts, supervises the execution of contracts.
5.7. Creates conditions and implements measures for the economical use of energy resources;
5.8. controls the technical condition of the institution's energy equipment, ensures their safe and reliable operation;
5.9. consults in the preparation of safety instructions in the energy sector;
5.10. participates in employee briefings as needed;
5.11. submits reports to heat, electricity, gas, water suppliers on the quantities of consumed
electricity, gas, water and heat energy;
5.12. participates in the investigation of accidents and failures of operated equipment and devices and
prepares plans of measures to prevent failures. Keeps the documentation of operated equipment
(passport, drawings, diagrams);
5.13. organizes inspections and resistance measurements of the grounding circuit between the grounding bus and electrical equipment;
5.14. organizes the acquisition of electrical safety signs and posters, work safety equipment (gloves,
tools);
5.15. controls that all safety equipment complies with applicable standards, so that they are tested and inspected in accordance with the procedure established by regulatory
acts;
5.16. controls that permanent warning signs are attached to electrical equipment and its parts, where required by safety regulations when operating electrical equipment;
5.17. controls that a reserve generator is started up prophylactically according to the established schedule;
5.18. checks the technical condition and operating conditions of power equipment;
5.19. cuts off power supply in the event of an emergency or violations of operating regulations and reports this to the manager;
5.20. periodically inspects the premises of the Service where electrical, heating, ventilation, and water supply equipment are operating;
5.21. checks whether employees comply with safety requirements for working with electrical equipment;
5.22. carries out instructions of officials of the State Energy Inspectorate, State Labor Inspectorate and other
controlling bodies regarding the operation of power equipment and their technical condition, manages and stores documents on the implementation of instructions;
5.23. carries out other non-systematic instructions of the manager;
5.24. processes personal data in accordance with Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC
(General Data Protection Regulation).

4. An employee holding this position must meet the following special requirements:
4.1. Have acquired:
4.1.1. at least a higher non-university education in engineering, technology and (or) physical sciences or equivalent education and be certified in accordance with the procedure established by the Regulations on the Training and Certification of Employees Performing Work in Operating Electrical and Thermal Facilities and at least an E – Heat Industry and VK – Electrical Safety Qualification and certificates confirming them;
4.1.2. at least 1 (one) year of work experience in at least one of the following areas: energy
building maintenance, engineering, construction, electrical or thermal industry maintenance;
4.1.3. a driver's license granting the right to drive a "B" category road transport vehicle;
4.2. be able to follow the requirements of laws, regulations and other mandatory documents in the field of energy.
4.3. Know:
4.3.1. principles of operation and repair of energy systems (electricity, heat);
4.3.2. methods of operation and repair of electrical networks;
4.3.3. safety rules when operating electrical and heating equipment;
4.3.4. technical characteristics of energy equipment;
4.3.5. procedure for investigating accidents and incidents;
4.3.6. methods for calculating the use of energy resources;
4.3.7. methods for testing energy devices;
4.3.8. know the layout of premises, evacuation schemes;
4.4. know safety at work, fire safety, electrical safety, personal safety and hygiene;
4.5. rules for preparing documents, be able to express thoughts fluently in writing and orally,
prepare conclusions and proposals, administrative, organizational documents.
4.6. Have a basic computer literacy qualification (in accordance with the Universal
Computer Literacy Standard, approved by Order No. ISAK-2016 of the Minister of Education and Science of the Republic of Lithuania of 14 December 2004).
