I. Introduction
This transparency report provides information on content moderation, received notifications, and measures taken by UAB “Diginet LTU” (“Diginet”) on the CVbankas.lt platform (“Platform”) in accordance with the requirements of the Digital Services Act (“DSA”).
The Platform is a job posting platform in Lithuania. With a large user base and a high volume of new listings, the Platform plays an important role in the national job advertisement market, offering a transparent and efficient space for job seekers and employers.
The requirements for content posted on the Platform are defined in the Terms of Use (“Terms”), which:

prohibit the posting of deceptive, misleading, or illegal content;

require accuracy of information, especially regarding job offers and their conditions;

set out the procedures for content moderation, removal, and user account restrictions in case of violations.
We are committed to ensuring that the content published on our platform is accurate, reliable, and compliant with both legal requirements and our Terms.
User trust in the Platform and its published content is one of our key objectives. To protect users and maintain the reliability of content, we apply several levels of content moderation:

Orders from Member State authorities: competent authorities may issue mandatory orders to remove illegal content or take other service-related actions, which the Platform implements immediately in accordance with the law.

User notifications: users can inform us about content that they believe is illegal or violates our Terms.

Manual moderation: our team reviews job postings and, when necessary, takes action, including blocking posts that do not meet our standards.
These measures together ensure that the Platform remains a trustworthy, transparent, and fair environment. We understand that the job market is highly dynamic, and we continuously improve our processes to reduce misinformation and fraud while maintaining compliance with the Digital Services Act.
Scope of the report
This report covers the period from 17 February 2025 to 30 June 2025. It includes aggregated data and explanations in the following areas:

Content moderation initiated by Diginet;

Complaints received through the internal complaint-handling system;
II. Orders from Member State authorities (DSA Article 15(1)(a))
During this reporting period, CVbankas.lt did not receive any orders from Member States regarding actions related to content or other service matters.
III. Content moderation initiated by Diginet (DSA Article 15(1)(c))
Diginet moderates content published on the Platform to ensure its quality, integrity, and compliance with legal and Terms requirements. These moderation measures are applied manually.
Our moderation team regularly reviews the content posted on the Platform and removes any content that clearly violates the Terms or Lithuanian law, even if no user report has been received. Job postings may be removed for the following reasons:

Questionable content (e.g., insufficiently detailed job offer, suspicious candidate requirements);
-
Prohibited content (e.g., excessive or non-compliant information in the job listing);

Offensive or abusive language.

The internal team responsible for reviewing these decisions is trained to identify illegal content according to Lithuanian law, EU law, and the Platform’s Terms. All employees participate in comprehensive training, and their knowledge is regularly updated to ensure consistent compliance with standards.
IV. Complaints received through the internal complaint-handling system (DSA Article 15(1)(d))
The Platform provides users with the ability to report content that they believe violates the Platform’s Terms or other laws. These rules, among other things, prohibit the posting of misleading or deceptive information, duplicate listings, and inaccurate or incorrect data.

Each complaint is evaluated by a moderator based on the requirements set in the Terms. When a violation is identified, the posted content may be blocked, removed, or corrected. Repeated violations may lead to further action against the user’s account, as provided in the Terms.
The provided statistics confirm that our reporting channels function effectively and that Diginet responds to reports of potentially illegal content promptly and proportionately.
V. Use of automated tools (DSA Article 15(1)(e))
The Platform does not use automated systems.
Summary
CVbankas.lt consistently strives to ensure a safe and transparent job advertisement market in Lithuania. Our comprehensive content moderation approach, which includes user reports and active monitoring, helps protect users from misleading or fraudulent listings.
The moderators’ work allows effective management of these issues, ensuring that users receive high-quality and reliable information.
Furthermore, we aim to ensure that all decisions are proportionate and transparent: not every report or error leads to content removal – whenever possible, we make content corrections, protecting honest users from unjustified restrictions.
In the future, we see the following priority areas of activity to ensure continued compliance, including with the DSA requirements:

artificial intelligence solutions for verifying the quality of job posting content;

strengthening internal quality control by regularly reviewing moderation decisions and updating staff training;

ensuring closer cooperation with supervisory authorities, consumer organizations, and market participants to establish unified standards;
-
increasing transparency by regularly providing updated statistics on content moderation volumes, user reports, and applied measures.
Our goal is to create an environment where job posting services can be used reliably and safely, and every user knows that the Platform operates fairly, in compliance with the DSA requirements and the highest standards of accountability.
