We are looking for a colleague who would take on the strategic leadership of the GIS Operations department – not only to ensure the smooth execution of existing activities, but also to purposefully review how we work today, identify improvement opportunities and lead the department to the next stage of maturity.
This is a role in which it is important to see the whole: services, processes, team structure, workload, competencies and their interaction. We hope that you will be able not only to respond to current needs, but also to actively shape the direction of the department, initiate changes and ensure their implementation.
This position requires not only strong management skills, but also the ability to understand the GIS context and data usage options so that the decisions made are justified and sustainable.
Job objective: To be responsible for the direction, results, people and long-term value of the entire department to the organization, ensuring efficient, high-quality and sustainable GIS services activities (strategic level – “where are we going and why”).

- Formulate the department's strategy, goals and long-term directions of activity
- Review existing services, their scope and quality, identify development and optimization opportunities
- Ensure that the department's activities meet the organization's priorities and the customer's needs
- Set performance indicators (KPIs) and ensure their achievement
Services, processes and operational efficiency
- Analyze and improve the department's work processes to achieve greater efficiency and quality
- Assess the team's workload, structure and distribution of competencies, make decisions on their optimization
- Initiate and implement operational changes and efficiency solutions
- Resolve complex or strategic issues that exceed the limits of responsibility of team leaders
Projects and cooperation with the customer
- Ensure high-quality implementation of GIS projects and provision of services
- Understand the GIS and data needs of the organization and the customer, propose solutions
- Represent the department in relations with the customer on strategic issues
People and leadership
- Build a strong, balanced department team
- Develop team leaders (TL), strengthen their leadership and autonomy
- Ensure employee growth, feedback and motivation
- Create a collaborative department culture
Resources and finances
- Plan department resources and their needs in the long term
- Create and manage the department budget
- Make decisions on team formation and compensation
Representation in the organization
- Represent the department within the organization
- Act as the main contact person on strategic, organizational and resource issues
We hope you:
- Has a higher education (in engineering, GIS, geography or a related field) or other higher education appropriate for this position
- Has leadership experience (preferably working with team leaders or multiple teams)
- Has worked with change initiatives - able to see what is not working and take action
- Has experience in creating, changing or optimizing business processes
- Can see the "bigger picture" and make decisions, taking into account different interests
- Strong communication skills - able to communicate clearly with the team, management and the client
- Can take responsibility for the results and direction of the department

- Knowledge of the context of territorial planning, GIS data management and related legal acts, as well as understanding of processes related to topographic-engineering data coordination, integrations (e.g. with SEDR) and regulation, and awareness of the impact of registers and information systems created or developed at the state level on the daily work of the team.

- Salary range: €5,259 - €6,428/month (excluding taxes) + annual bonus.
According to the company's remuneration policy, this position can receive a fixed remuneration of €4,653 - €5,688 and an annual bonus depending on the results achieved. The main part of the remuneration will depend on the qualifications, experience and competencies.
