We are looking for a Junior Quality Engineer who will support and execute on-site Quality Assurance and Quality Control (QA/QC) processes—from inspecting incoming materials and witnessing laboratory testing to controlling non-conformities and maintaining project documentation.

Reporting to the Project Quality Manager, you will be a key operational link for site quality compliance, ensuring that all field execution, subcontractor activities, and technical records strictly align with approved designs, Inspection and Test Plans (ITPs), and ISO standards throughout the construction phase.

Requirements (Non-negotiable)

  • Bachelor’s Degree, Higher Vocational Education, or Master’s in Civil, Mechanical, Electrical, Industrial Engineering, or a closely related technical discipline.
  • Formal training or sound working knowledge of ISO 9001 and ISO 14001 standards.
  • 1 to 3 years of hands-on experience in quality assurance/quality control (QA/QC) roles within construction or large-scale infrastructure projects.
  • Fluent English (C1 level minimum) is strictly required for technical reporting and daily communication with international staff, subcontractors, and the client.

Professional proficiency in Spanish (for corporate parent company alignment) or Latvian/Lithuanian (for seamless local subcontractor communication) is highly valued.

  • Meticulous oversight during site inspections to catch non-conformities before they impact execution schedules.
  • Ability to communicate technical requirements clearly and assertively to site supervisors and subcontractors.
  • Readiness to work actively on-site, managing changing construction conditions while upholding high quality standards.

Key responsibilities

  • Supervise the quality performance of subcontractors, ensuring strict adherence to established project procedures.
  • Identify, record, and track Non-Conformity Reports (NCRs) and process deviations, collaborating in the implementation and sign-off of corrective actions.
  • Support the Project Quality Manager in preparing for internal and client quality audits.
  • Conduct daily quality inspections on-site to verify that all works are executed in full compliance with approved drawings, execution procedures, and Inspection & Test Plans (ITPs).
  • Inspect all materials delivered to the site (checking certificates, traceability, and physical condition) to verify conformity prior to installation.
  • Coordinate and witness on-site sampling and testing (e.g., compaction density tests, concrete cylinder/cube sampling) alongside accredited testing laboratories.
  • Organize, review, and archive checklists, test reports, material certificates, and daily quality records in the central project document repository.

COBELEC Rail Baltica is a consortium formed by the Spanish companies Cobra Instalaciones y Servicios S.A. (Cobra Group) and Elecnor Servicios y Proyectos. This consortium is responsible for the design, construction, and maintenance of the traction power substations and the electrification system for the 870 km of the new high-speed railway. The contract, valued at EUR 1.77 billion (excluding VAT),covers the full deployment of the Rail Baltica Energy (ENE) subsystem.
