• has at least a higher university education with a bachelor's degree or equivalent education or a higher college education with a professional bachelor's degree and a maritime degree as a watchkeeping engineer on a ship with a main engine power of 750 kW or more and:
• at least 12 months of work experience as a member of the ship's crew

or

• at least 3 years of work experience in positions directly related to shipbuilding, ship design, ship power plant engineering, ship technical operation or ship surveys and issuing certificates in accordance with the provisions of international legal acts
• knows English at the advanced user level – B2,
