Nature of work
- organize and coordinate the work of procurement commissions, coordinate the positions of commission members and experts, and ensure timely, collegial, impartial and reasoned decision-making;
- assess the legality, clarity, proportionality and mutual compatibility of procurement documents, including qualification requirements, technical specifications and contract terms;
- ensure that suppliers' compliance with qualification requirements, absence of grounds for exclusion, technical compliance and economic efficiency of proposals are assessed in a comprehensive, consistent and objective manner, and that the assessment results are properly documented;
- analyze bid evaluation models, economic efficiency criteria and their impact on competition, examine procurement risks and the allocation of contractual risks, and provide recommendations on effective risk management measures;
- ensure the quality and validity of information provided to suppliers and responses to inquiries and claims, provide expert conclusions and recommendations on higher-risk or strategically significant procurements;
- consult procurement initiators, experts, commission members and procurement project managers on issues of document preparation, requirements setting, proposal evaluation and decision justification;
- identify recurring problems in procurement practice, initiate and coordinate the improvement of processes, procedures, methodological recommendations and standard documents, form uniform principles of decisions and ensure their compliance with relevant legal requirements.
Employee requirements
- higher or higher education (in law, management, finance, economics or a related field);
- work experience in the field of public and/or commercial procurement, including the evaluation of procurement documents and suppliers' offers and participation in the activities of procurement commissions; experience in a contracting entity and/or a large group of companies (an advantage);
- knowledge of legal acts regulating procurement and the conclusion of contracts and the ability to apply them in practice;
- excellent knowledge of Lithuanian and English at level B2 (verbal and written);
- valid public procurement specialist certificate;
- analytical thinking, ability to assess legal and commercial risks, coordinate processes, cooperate, negotiate and manage conflict situations;
- practical work experience with CVP IS and ERP systems.
