Nature of work:
- examine requests from institutions to designate technical assessment bodies for the desired construction product area (IMS) to prepare and issue national technical assessments and/or European technical assessments, and to assess the submitted documents;
- accept requests from institutions to designate testing laboratories or certification bodies in the designated areas of competence to perform third-party tasks in assessing and verifying the constancy of performance of construction products, and to assess the submitted documents;
- organize the assessment of the conformity of technical assessment bodies with the established requirements, meetings of the Certification Expert Commissions, prepare minutes, conclusions and other documents of the commissions' activities;
- prepare draft decisions of the Director of the Institution on the designation, refusal to designate, suspension of designation, revocation and cancellation of designation of testing laboratories and certification bodies (designated bodies) and technical assessment bodies;
- to assess the activities of designated and notified bodies and technical assessment bodies, monitor their compliance with the established requirements, submit proposals for the designation of these bodies, suspension of the validity of the designation or notification, cancellation of the suspension of the designation or notification and cancellation of the designation or notification;
- to carry out scheduled and unscheduled inspections of the activities of economic entities and reviews of construction contractors;
- to examine complaints regarding violations committed by construction participants, conduct investigations of complaints;
- to prepare draft decisions of the Director of the Institution on the application of sanctions against construction participants;
- to provide information and data to interested institutions about the supervisory functions performed by the Institution and the supervisory measures applied within its competence;
- to inform the notifying body, in established cases, about the notification of designated bodies, as well as to inform the notifying body about the notification of technical assessment bodies to the European Commission and the Member States of the European Union;
- to prepare and improve internal legal acts, examine draft legal acts and submit proposals for their improvement;
- to organize the publication of information on the website of the Institution about the appointment of designated and technical assessment bodies, the suspension of the validity of the announcement and the cancellation of the appointment or announcement;
- to participate in commissions formed by orders of the Director of the Institution.
Employee requirements:
- have at least a university degree (Master's degree in Civil Engineering) or equivalent;
- have at least 3 years of experience in the areas of testing laboratories, certification, technical assessment bodies, appointment, publication, performance evaluation or in the field of construction;
- be familiar with the laws of the Republic of Lithuania, Government resolutions and other legal acts regulating the activities of the construction sector and the organization of service provision;
- be familiar with the rules for preparing documents, the procedure for preparing legal acts;
- be able to assess and respond to ongoing changes in the construction sector;
- be able to work in a team when making decisions and sharing responsibility.
