AREA OF IMPROVEMENT:

We are inviting a manager to join our team who will plan, coordinate and ensure the proper activities of the department in administering important health projects for Lithuania, which aim to improve the quality and accessibility of personal healthcare services, renew the existing and create new healthcare infrastructure, apply innovative service delivery models, or increase public health literacy and carry out preventive health preservation activities.
We will entrust you with mobilizing the team to achieve common goals, form a unified practice and continuously improve internal processes and department activities.
It is important for us that you and your team ensure the legal, effective and transparent administration of the funds of the 2021–2027 European Union Funds Investment Action Programme and the Economic Recovery and Resilience Enhancement Measure Plan "New Generation Lithuania".

MAIN RESPONSIBILITIES:

  • Effectively and strategically plan and coordinate the activities of the unit: control the implementation of the strategic goals and indicators of the unit, actively participate in employee planning, attraction, employment, training and other human resources-related activities, ensure smooth internal and external communication;
  • Organize and ensure proper coordination of changes and improvements to legal acts, procedures, good practices, recommendations and methodologies related to the projects assigned to the responsibility of the unit within the agency and with other institutions;
  • Initiate, develop and optimize internal procedures, practices, supervision and verification methodologies for project supervision;
  • Ensure optimal progress of supervised projects by timely identifying risks and applying appropriate measures to eliminate them;
  • Actively participate in developing and improving common administrative and supervision activity processes for projects entrusted to the agency;
  • To create and maintain constructive business relationships not only within the organization, but also with responsible and interested institutions, to represent the interests of the agency within the limits of their competence;
  • To promote employee motivation, engagement and maintain a positive organizational culture;
  • To develop employee competence and increase the efficiency of the unit's activities.

QUALIFICATION REQUIREMENTS:

  • Have 3 or more years of work experience in implementing and/or administering programs and/or projects funded by the European Union or other international financial institutions;
  • Have managerial experience (activity planning, organization and supervision, performance evaluation, human resources management);
  • Have a higher university education;
  • Be able to express thoughts fluently and correctly in written and oral Lithuanian;
  • Speak English at least at B2 level;
  • Be able to work with office applications, document management and other information systems and registers.
  • Have a strong sense of responsibility, result orientation;
  • Experience with infrastructure projects and/or projects in which project participants are administered would be an advantage.

1. CV in Lithuanian, which must indicate: education, work experience, list of advantages (subject-matter qualities and skills);
2. Copy of personal document;
3. Copy of document(s) confirming education;

5. Certificate confirming foreign language level.
  • In case of reasonable doubts regarding compliance with the qualification requirements set out in the competition announcement and, if necessary, to clarify or supplement the submitted documents, the deadline for applicants who have already submitted documents may be extended by 5 working days to clarify the data;
  • When no applicant submits documents to participate in the competition or no applicant meets the qualification requirements set out in the competition announcement and (or) answers positively to at least one of the 4-10 questions of the applicant's questionnaire, the deadline for accepting applicants' documents after the announcement of the competition may be extended to 10 working days;
  • Applicants who meet the qualification requirements will be subject to an oral test.

  • Probationary period - 3 months. During this period, you will be assigned a mentor, we will invite you to new employee training, and we will provide you with all the information necessary to perform the work so that the adaptation goes smoothly;
