On February 6, 2026, the European Commission approved the new TEL TSI regulation, which establishes uniform requirements for data exchange, information structure and digital processes for the entire European railway sector. This regulation significantly changes the railway IT ecosystem and processes, and its implementation in the LTG Group is a strategic step towards harmonizing the 1520 mm network with the best EU practices.



We aim to ensure that the LTG Group successfully implements these changes and invite TEL TSI transformation managers to the teams of subsidiaries to help shape a new business model and coordinate IT transformation

Main responsibilities:

  • Ensure that the TEL TSI requirements are broken down into clear process, data and IT changes, forming a full scope of the change and an implementation plan
  • Plan, organize and coordinate the implementation of the TEL TSI change in the company, and the compatibility of solutions between the group companies
  • Form and manage project teams, solve emerging problems, organize meetings
  • Ensure smooth cooperation between the company's process managers and the IT function, coordinate decision-making
  • Ensure the preparation and maintenance of process and architecture documentation
  • Represent the company in communication with EU organizations, international working groups, partners and other stakeholders, ensuring the compatibility of solutions with EU best practices
  • Assess the impact of the change between corporate functions and group companies, manage change risks, implement risk management measures
  • Ensure TEL TSI compliance monitoring, audit readiness and continuous progress in implementing requirements

What do we expect?

  • Solid experience in project and/or change management, an advantage - project or change management certificates (e.g. PMP, PRINCE2)
  • Leadership and ability to inspire teams
  • Responsibility, independence, ability to plan workload, priorities and meet deadlines
  • Analytical thinking, initiative and orientation towards results and value creation
  • Ability to quickly learn new regulatory and technical topics
  • Excellent communication, presentation and discussion moderation skills
  • Fluent Lithuanian and excellent written and spoken English (at least C1 level)
  • Knowledge of data management methodologies or experience working with strategic IT projects - an advantage
  • Experience working with EU regulations and their implementation - an advantage

Monthly salary: €3,810.00 - €5,710.00 (excluding taxes). The specific salary is offered taking into account work experience and competencies.
