We are looking for a colleague who:

• would form and implement the development direction and long-term vision of the Real Estate Register, the Register of Property Seizure Acts, the Register of Contracts and Encumbrances;
• identify user needs and ensure continuous improvement of digital services;
• initiate and coordinate projects for the modernization, digitization and innovation of registers;
• ensure high-quality and timely implementation of projects, effective use of investments;
• ensure the operation and proper functioning of state registers and related information systems in accordance with the laws of the Republic of Lithuania, resolutions of the Government of the Republic of Lithuania and other legal acts;
• develop and strengthen cooperation with business, state institutions and technology partners;
• plan, organize, coordinate the activities of the department;
• lead a professional team, promote its growth, initiative and orientation towards results;
• implement the principles of effective activity and process management;
• promote employee initiative and responsibility for the final results of work.

In this position, we are interested in:

• higher university education or equivalent (education in the field of technology is an advantage);
• at least 2 years of experience in leading a department or project group;
• at least 2 years of work experience in the field of information systems management, development, business process analysis, service or product management;
• ability to plan strategic initiatives, manage budgets and performance results;
• understanding of the information systems life cycle, requirements management and technological decision-making;
• ability to mobilize a team for a common goal, make decisions and effectively cooperate with different stakeholders;
• ability to express thoughts fluently and correctly in Lithuanian (written and oral), proficiency in English at B2 level;
• compliance with the requirements set out in the Law on the Protection of Objects Important for Ensuring National Security of the Republic of Lithuania;
• strategic thinking, responsibility, initiative, results orientation, professionalism, cooperation, impeccable personal and professional reputation.

Experience in state register information systems or the public sector would be an advantage.

Salary:

• €4,120 - €6,180/month excluding taxes. The exact salary will depend on your competence and professional experience.
