We are looking for a Verification & Validation (V&V) Manager who will own and lead the overarching V&V strategy, testing programmes, and compliance frameworks for the Rail Baltica Energy Subsystem (ENE) Design & Build project—from early baseline readiness through to final verification and system handover.
You will be the single point of truth for project verification, requirements traceability, and testing integrity. You will provide crucial technical leadership, direct multidisciplinary V&V activities, manage technical risks, and ensure that all engineering deliverables strictly align with applicable railway standards, project baselines, and contractual requirements.

Requirements (Non-negotiable)
- Master’s Degree in Electrical Engineering or IT.
- Minimum of 10 years of proven, verified experience in positions encompassing the full scope of responsibilities outlined for this role.
- Deep domain expertise in railway engineering (or complex linear infrastructure), with a strong track record in requirements management, testing execution, and full end-to-end traceability.
- Solid experience leading and directing technical teams, managing V&V budgets, and mitigating technical risks within large-scale projects.
- Minimum B2 level in English.

Key responsibilities
- Define, develop, and maintain the overarching project V&V strategy, master test plans, and internal verification procedures.
- Provide definition of the testing and verification aspects of the Project Work Breakdown Structure (WBS) and responsibility assignments across the team.
- Support the Technical Manager in the preparation and conduct of formal verification reviews and technical audits.
- Ensure strict compliance with all applicable railway standards, safety regulations, and project processes.
- Manage and coordinate all aspects of verification activities, particularly the testing programme, assisting to identify and resolve verification issues and testing problems.
- Provide technical and engineering leadership, including the identification, monitoring, and mitigation of technical risks associated with verification activities.
- Ensure that product baselines are mature enough to enter any associated testing activity.
- Lead the V&V team and manage requirements, traceability, documentation, and objective evidence throughout the project lifecycle.
- Lead and mentor V&V personnel while driving close collaboration with System Engineering, Quality, and other multidisciplinary project teams.
- Report to the System Engineering Manager (or as set out in the agreed organisation chart between the Employer and the ENE Contractor).

COBELEC Rail Baltica is a consortium formed by the Spanish companies Cobra Instalaciones y Servicios S.A. (Cobra Group) and Elecnor Servicios y Proyectos. This consortium is responsible for the design, construction, and maintenance of the traction power substations and the electrification system for the 870 km of the new high-speed railway. The contract, valued at EUR 1.77 billion (excluding VAT),covers the full deployment of the Rail Baltica Energy (ENE) subsystem.
