We are growing our public procurement team and creating a new position that will help ensure effective supervision and control of the execution of concluded public procurement contracts. This position is intended for a professional who is knowledgeable in public procurement, is able to identify emerging risks and ensure smooth execution and supervision of contracts throughout their life cycle. At the same time, we hope that the new colleague will be able to contribute to the execution of public procurement, if necessary.
MAIN RESPONSIBILITIES:
- ensure supervision and legal compliance of public procurement contracts;
- monitor concluded contracts: track deadlines, order volumes, financial obligations, deadlines for submission and validity of documents securing obligations and other conditions;
- assess the compliance of invoices, acceptance and transfer acts and other documents with concluded contracts and procurement documents;
- administer contract amendments, assess their compliance with public procurement requirements;
- record violations of contracts, inform responsible persons about the application of sanctions (delay interest, fines) to suppliers;
- analyze contract terms, identify potential risks and make proposals for their management;
- advise colleagues on contract execution and public procurement issues;
- participate in the preparation, updating and improvement of procedures and processes related to the administration and supervision of procurement and contracts;
- analyze contract execution data, identify risks, provide periodic reports on the success of contract execution;
- provide proposals for improving the quality of the procurement planning process;
- if necessary, contribute to the implementation of low-value procurements and procurements carried out through the CPO.LT catalog.
IMPORTANT FOR THIS POSITION:
- at least 2 years of experience in the field of public procurement in a contracting authority or contracting entity;
- Knowledge of the Law on Public Procurement of the Republic of Lithuania and other related legal acts and the ability to apply them in practice;
- Practical experience in administering public procurement contracts and/or carrying out public procurement;
- Knowledge of the public procurement planning process and motivation to contribute to its improvement;
- Ability to analyze legal and financial information, assess risks and make informed decisions;
- Ability to work in a team, cooperate and communicate constructively with various stakeholders;
- Experience working with CVP IS, public procurement and/or contract management systems, good skills in working with Excel;
- Higher education (university or college);
- Compliance with the requirements of the Law on Aviation of the Republic of Lithuania.
